SPRING 2004 STATE PARKS REPORT
by John Dawson
RBAW State Parks Representative

A Marine State Parks Managers Meeting was held at the NW Region Parks Headquarter Building in Burlington on April 28th.

The items discussed that directly affect boaters were.

  1. Fee collection - mooring fees will only be collected from boats that are tied to a dock or buoy from 1:00 pm on. Remember paid moorage runs from 1pm to 1pm with a 30-minute check in requirement. Anyone who ties up to a dock or buoy from, say, 8am till 1pm gets a free ride.
  2. Registration boxes are still being moved down to docks, but the process is taking longer then expected and probably won't be complete till around the end of boating season. In some cases box security is the problem.
  3. At some parks, floating registration boxes are being considered so that people on buoys wouldn't have to come all the way to the dock, or if they didn't have a dingy they could tie up long enough to register.
  4. No longer requiring annual moorage permit holders to register is still under consideration and probably will come to pass, but apparently there seems to be some disagreement on whether or not the existing WAC allows this or a change has to be made. Not requiring annual permit holders to register would allow an option for physically impaired boaters.
  5. The annual moorage permit will stay in its present format, but if placing the permit in a location other then that normally required by the state makes the permit more visible to park personal, then the boater should do so, i.e. if you normally do a starboard tie put the sticker on starboard window where it will be visible even if you put a windshield cover on for privacy. This would be as opposed to the normal required placement of the lower left corner of your port windshield, port cabin trunk or port transom.
Parks has really worked with boaters on the annual permit issue and boaters should reciprocate by making sure that the permit is placed where it is most visible not where it is the least eyesore.
